Three years ago I tried phpBB, the default theme (subSilver) and most
other themes I looked at were made using nested tables and invalid HTML.

Geoffrey, maybe PunBB[1,2] is worth a look, it uses valid XHTML 1.0
Strict and CSS instead of nested tables:
