Yes, the list name and email addresses will stay the same.

Other possible prefixes for the "[..]" prefix:
m-
m10s-

I don't see the savings of 3 characters being that useful in this case, so I
propose for better readability keeping "discuss" as "discuss".  Also, in the
don't fix what no one has complained about department, I'd leave "announce"
as is as well.

So I propose:

[m-discuss]
[m-announce]
[m-rest]
