I think perhaps the purpose isn't clear enough in the draft, see below.

On the wiki, I read "rel='tag' is specifically designed for 'tagging'
content, typically web pages (or portions thereof, like blog posts)."

That's not the intended purpose of my draft. I'm trying to come up
with a machine-readable and editable version of what you see in a
blog-admin screen, like in wordpress's "categories" side-bar or the
categories screen in MT. This is needed in apps like MarsEdit, ecto,
etc ("get a list of the user's categories"). So, the hCat stuff
attempts to solve that one tiny little problem for Atom Protocol
Clients.

Basically, I came up with a restricted XOXO-type thing, combined with
form parameters. The fields reflect what's in the Atom Format, which
is (for better or worse) a little more complex than your typcial
"tagging" scenario, but also allows that as a minimum.

Make more sense? If there's a way to reuse or join forces with other
microformats, that would be great.
