You might use:

        <abbr class="type" title="voice">Tel<abbr>

        <abbr class="type" title="fax">Fax<abbr>

and:

        <abbr class="type" title="voice">Tél<abbr>

        <abbr class="type" title="fax">Téléc<abbr>

Though there are concerns that that's an abuse of "abbr".
