[uf-new] Link relation for non-existing wiki page

Hi all,

There are two common approaches to represent non-existing wiki page links:

   1. page name followed by a hyperlinked question mark.
   2. hyperlinked page name, styled differently contrast from other links.

When using the second approach, links are distinguished based on
visual styling, which appears to be difficult to some readers (e.g.
color-blindness[1], low-resolution display, screen reading etc).

A guideline to represent non-existing wiki page links would be nice to
improve accessibility.

It seems microformats will be a right place to ask around. Some
initial findings are available at [2]. Wish to listen your thoughts.
