[uf-new] Comment consolidation

I've added a comment consolidation section [1] to capture all the
"micro-ideas" we've discussed. I'm sure I've not gotten everything, so
feel free (perhaps even obligated) to add ideas or proposals that are
still in play to this section, and of course start filling in the
sections.
