The mailing list policies:

already say:

        If you're asking for help with a problem, then remember this: A
        description of your problem is good. A URL to a page showing
        your problem is much, much better. A URL to a page that has
        valid HTML is priceless.

I feel that these should be more prescriptive (and that they should use
"The URL of...")

Your point about stating the tools used is also pertinent, and should be
included in the polices.

I wonder why those polices are not on the 'wiki', so that the community
can update - and own - them?
