Well, "emerging standards" suggests standards that are
somehow moving forward or gaining traction. If the question
is simply "prior work in the area", then there's a bunch. For
example, the Geo Tags effort[1] suggests using the Getty
Thesaurus of Geographic Names [2][3], which defines
formal naming hierarchies. I have a sneaking suspicion
very few people actually go through the bother for web-
based stuff, but I haven't done the research to back it up.
