			The problem with this approach is that it violates the semantics of the [https://developer.mozilla.org/en-US/docs/Web/HTML/Element/data data element]: "The HTML <data> element links a given piece of content with a machine-readable translation." The use suggested in this section does not provide a machine readable version of the content, because there is no content. The markup could be changed to include content in the <code>data</code> element, and in some cases this might be desirable as fallback, but even in such cases, it's hard to see how that content is related to the <code>value</code> attribute.
