Inconsistency in Rule 4 minimisation

1. Without explicitly adding or clarifying information with legend class or longdesc attribute the use of figure becomes redundant and overlaps with the general use of img. Example:

   <img class="figure" alt="foo">

   • Proposed resolution: Removal of Rule 4.
