[uf-dev] HTML5 Time element support and test cases

Hi All

I have added HTML5 Time element support and test cases to UfXtract. 

I built the test cases on my own site rather than the wiki, only because
I was unsure about HTML5 support on the wiki. They are relatively simple
at the moment.
