1. It's certainly not required.
2. Tools that allow blockquoting now could recognize citations in the source
and thus build a chain automatically.

And most importantly...

3. This is designed for authors that are ALREADY GOING TO THE EFFORT to cite
reference's references.  For author's that don't, see 1.
