I'd split it into 2 parts:
* XHTML pages that use microformats MUST refer to the URI of the
microformat profile
* there SHOULD be a XMPD representation of the XMPD profile on the Web
at the URI

I would say MUST for the first, as otherwise there's no reliable way
of telling a XHTML page contains microformat data. Scraping is soo Web
1.0 ;-) However an XMPD profile isn't strictly necessary for data
extraction to take place, but is very desirable.
