As far as I've seen in practice, which is generally a good benchmark,
it's been used for page authors which seems to be what that bit of the
spec is getting at there.

You CAN use it with hCard if you like (with class="vcard" on the
<address>) - there's not a thing wrong with doing that.  Tantek does,
for an example in the wild.
