Keeping comments from fragmenting is a worthwhile goal.

Large hosted blog site already have this problem of being targets for 
comment spammers, and use the countermeasures above as well as others, 
so perhaps they'd be interested in standardizing this.  OAuth could help 
with cross site posting, though it would require a trip through the 
target site's UI.
