Don't most programming languages have functions like relative URI  
resolution as built-ins or standard libraries? Perl certainly does -  
supporting relative URIs costs Cognition about two lines of code.

Karsten: surely Microsoft must have at least one relative URI  
resolution function knocking around somewhere.
