[uf-new] figure microformat

I suppose since the http://microformats.org/wiki/figure now exist,
would I have to bring it up here before making any changes to the
Wiki?

Using the TITLE attribute may be confusing to publishers considering
the ALT attribute is a requirement.
I do not think FIGURE and LEGEND should be set on the same element.
Hierarchy should exist.

I would instead propose:
If FIGURE contains IMAGE and LEGEND is not present, then parsers
should use the ALT attribute value for legend. This is the most basic
and common approach for <img>s today and might as well stick to it
instead of bringing TITLE into the picture.

e.g.
<div class="figure">
	<img class="image" alt="The quick brown fox">
</div>
