Isn't this what the HTML meta tags are for?  <meta name="keyword"
lang="en-us" content="pepsi, soda, pop, soft drink" />?

Or are you talking about using tags to self describe your own website? Ex:
<meta name="tags" content="pepsi soda pop 'soft drink'" /> ??
