Aren't editing tools/services or tools/services that *generate* web pages /
formats also considered "implementations"?

Even if they are used by "authors", the tools and services themselves are
still implementations.

Thus I see EVDB.com as an "implementation" of hCard, hCalendar, RelTag etc.
