Although this might be true in some cases, I think it's problemtic to 
equal URL with FRBR item.

There are cases URLs are used in more abstract level, such as XML 
namespace, or even recent timbl's advocating http URI in FOAF [1]. So I 
think at least we need to be cautious here.
